class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>\u5728\u5c08\u5229\u5236\u5ea6\u7576\u4e2d\u4e4b\u512a\u5148\u6b0a\u4e3b\u5f35\u70ba\u91cd\u8981\u9805\u76ee\uff0c\u5c08\u5229\u7533\u8acb\u5982\u6709\u4e3b\u5f35\u57fa\u790e\u6848(\u7b2c\u4e00\u6b21\u7533\u8acb\u6848)\u4e4b\u512a\u5148\u6b0a\uff0c\u5c08\u5229\u5be9\u67e5\u6642\u5c0d\u65bc\u65b0\u7a4e\u6027\u6216\u9032\u6b65\u6027\u4e4b\u5224\u65b7\u57fa\u6e96\u65e5\uff0c\u53ef\u56de\u6eaf\u5230\u57fa\u790e\u6848\u4e4b\u7533\u8acb\u65e5\uff0c\u4e26\u4e0d\u6703\u56e0\u70ba\u5728\u512a\u5148\u6b0a\u65e5\u81f3\u5c08\u5229\u7533\u8acb\u65e5\u4e4b\u9593\uff0c\u5df2\u898b\u65bc\u520a\u7269\u6216\u5df2\u516c\u958b\u5be6\u65bd\u7b49\u800c\u88ab\u6838\u99c1\u3002\u7533\u8acb\u4eba\u9664\u4e86\u65bc\u5c08\u5229\u7533\u8acb\u63d0\u51fa\u6642\u5fc5\u9808\u8072\u660e\u512a<!--more-->\u5148\u6b0a\u4e3b\u5f35\uff0c\u4e5f\u5fc5\u9808\u65bc\u6cd5\u5b9a\u671f\u9593\u5167\u6aa2\u9001\u8b49\u660e\u6587\u4ef6\u3002\u7136\u800c\u70ba\u4e86\u7bc0\u7701\u6642\u9593\u548c\u8cbb\u7528\uff0c\u73fe\u4eca\u4e16\u754c\u4fdd\u8b77\u667a\u6167\u8ca1\u7522\u91cd\u8981\u4e4b\u570b\u5bb6\u7686\u5df2\u9678\u7e8c\u6539\u63a1\u512a\u5148\u6b0a\u96fb\u5b50\u4ea4\u63db\u65b9\u5f0f\u4ee5\u53d6\u4ee3\u7d19\u672c\u6587\u4ef6\u3002<\/p>\n\n\n\n<p>\u6211\u570b\u65bc2013\u5e74\u4fee\u6b63\u5be6\u65bd\u4e4b\u5c08\u5229\u6cd5\u65bd\u884c\u7d30\u5247\u7b2c\u4e8c\u5341\u516d\u689d\u898f\u5b9a\uff0c\u9664\u4e86\u7d19\u672c\u8b49\u660e\u6587\u4ef6\u5916\uff0c\u4e5f\u589e\u8a02\u8207\u667a\u6167\u8ca1\u7522\u5c40\u6709\u7c3d\u8a02\u5354\u8b70\u76f8\u4e92\u627f\u8a8d\u512a\u5148\u6b0a\u4e4b\u5916\u570b\u6216WTO\u6703\u54e1\u5982\u70ba\u96fb\u5b50\u4ea4\u63db\u53d6\u5f97\u512a\u5148\u6b0a\u8b49\u660e\u6587\u4ef6\u8005\uff0c\u53ef\u8996\u70ba\u7533\u8acb\u4eba\u5df2\u63d0\u51fa\u8a72\u512a\u5148\u6b0a\u8b49\u660e\u6587\u4ef6\u3002\u540c\u5e74\u6211\u570b\u8207\u65e5\u672c\u9054\u6210\u5354\u8b70\u4f9d\u64da\u667a\u6167\u8ca1\u7522\u6b0a\u5354\u5b9a(TRIP)\u4e3b\u5f35\u512a\u5148\u6b0a\u4e4b\u5c08\u5229\u7533\u8acb\u6240\u5fc5\u5099\u4e4b\u512a\u5148\u6b0a\u6587\u4ef6\u9032\u884c\u96fb\u5b50\u4ea4\u63db\u4f5c\u696d(Priority Document Exchange\uff0c\u7c21\u7a31PDX)\u800c\u65bc11\u670818\u65e5\u516c\u4f48\u8a02\u5b9a\u300c\u81fa\u65e5\u512a\u5148\u6b0a\u8b49\u660e\u6587\u4ef6\u96fb\u5b50\u4ea4\u63db\u4f5c\u696d\u8981\u9ede\u300d\u4e26\u81ea\u8a72\u5e7412\u67082\u65e5\u751f\u6548\u3002<\/p>\n\n\n\n<p>\u70ba\u4e86\u63a8\u52d5\u6211\u570b\u5c08\u5229\u5236\u5ea6\u7684\u570b\u969b\u5316\uff0c\u667a\u6167\u8ca1\u7522\u5c40\u65e5\u524d\u516c\u544a\u6211\u570b\u5df2\u65bc\u4eca\u5e746\u670815\u65e5\u8207\u97d3\u570b\u7c3d\u7f72\u300c\u6709\u95dc\u5de5\u696d\u8ca1\u7522\u8cc7\u6599\u4ea4\u63db\u53ca\u512a\u5148\u6b0a\u6587\u4ef6\u96fb\u5b50\u4ea4\u63db\u300d\u5099\u5fd8\u9304\uff0c\u96d9\u65b9\u4e26\u8a02\u5b9a\u65bc2016\u5e741\u67081\u65e5\u958b\u59cb\u9032\u884c\u5c08\u5229\u512a\u5148\u6b0a\u8b49\u660e\u6587\u4ef6\u96fb\u5b50\u4ea4\u63db\u3002\u4ea6\u5373\uff0c\u7533\u8acb\u4eba\u4ee5\u97d3\u570b\u767c\u660e\u6216\u65b0\u578b\u5c08\u5229\u7533\u8acb\u6848\u4f5c\u70ba\u4e3b\u5f35\u512a\u5148\u6b0a\u4e4b\u57fa\u790e\u6848(\u97d3\u570b\u57fa\u790e\u6848)\u5411\u81fa\u7063\u7533\u8acb\u767c\u660e\u6216\u65b0\u578b\u5c08\u5229\uff0c\u6216\u4ee5\u81fa\u7063\u767c\u660e\u6216\u65b0\u578b\u5c08\u5229\u7533\u8acb\u6848\u4f5c\u70ba\u4e3b\u5f35\u512a\u5148\u6b0a\u4e4b\u57fa\u790e\u6848(\u81fa\u7063\u57fa\u790e\u6848)\u5411\u97d3\u570b\u7533\u8acb\u767c\u660e\u6216\u65b0\u578b\u5c08\u5229\u8005\uff0c\u53ef\u5728\u7533\u8acb\u66f8\u4e0a\u8072\u660e\u4ee5\u96fb\u5b50\u4ea4\u63db\u65b9\u5f0f\u6aa2\u9001\u512a\u5148\u6b0a\u8b49\u660e\u6587\u4ef6\uff0c\u4e26\u586b\u5beb\u76f8\u95dc\u4e4b\u512a\u5148\u6b0a(\u57fa\u790e\u6848)\u7533\u8acb\u8cc7\u6599\uff0c\u7121\u9808\u518d\u63d0\u51fa\u7d19\u672c\u512a\u5148\u6b0a\u8b49\u660e\u6587\u4ef6\u3002<\/p>\n\n\n\n<p>\u61c9\u6ce8\u610f\u7684\u662f\uff0c\u4e0a\u8ff0\u81fa\u97d3\u4e4bPDX\u4f5c\u696d\u57fa\u672c\u4e0a\u548c\u81fa\u65e5PDX\u4f5c\u696d\u76f8\u540c\uff0c\u5176\u4e2d\u9664\u4e86\u53ea\u9069\u7528\u65bc\u96d9\u65b9\u570b\u5167\u767c\u660e\u548c\u65b0\u578b\u5c08\u5229\u7533\u8acb\u6848\uff0c\u4ea6\u5373\u8a2d\u8a08\u548c\u5546\u6a19\u7686\u672a\u7d0d\u5165\u4ea4\u63db\u7bc4\u570d\u5167\uff0c\u4e5f\u4e0d\u6db5\u84cb\u5411\u97d3\u570b\u63d0\u51fa\u4e4bPCT\u570b\u969b\u7533\u8acb\u6848\u3002\u5176\u4ed6\u8981\u9ede\u53ef\u53c3\u95b1\u672c\u62402013\u5e7411\u670825\u65e5\u4e4b\u300c\u81fa\u7063\u8207\u65e5\u672c\u4e4b\u5c08\u5229\u512a\u5148\u6b0a\u8b49\u660e\u6587\u4ef6\u96fb\u5b50\u4ea4\u63db\u8981\u9ede\u300d\uff0c\u6216\u6d3d\u8a62\u672c\u6240\u3002<\/p>\n\n\n\n<div
